I've lived here for twenty years-unless you are right on Rt 27 it's very quiet, with little traffic (just on Rt 27 and nothing like the traffic around DC or Baltimore), lots of small stores and restaurants and several schools (in both Frederick and Carroll Counties). You're about 30 minutes from Columbia, MD, 20-25 to Frederick, 35-40 to Baltimore. It's safe, never had any problem with any sort of crime. There is not a ton of things to do, but Frederick is an easy drive if you want something different or just want to walk around a place with more of a city feel to it.
