The best part about this whole scene is the fact that Armstrong grows stronger when he starts to talk about his dream. Raiden is smacking him around one second, but the minute he tells his dream he suddenly manhandles Raiden like it's nothing. The pure power of passion towards his goals turns Armstrong from a politician to a weapon that can surpass metal gear.
Which is the recurring theme of the game. Basically, whoever has the stronger ideals triumphs over those with weaker ones. This is why Raiden loses to Sam at the beginning of the game, but once he admits to himself that he kills his enemies simply because he enjoys it and not because of his shaky belief in “justice” or “protecting the weak”, he starts mopping the floor with Desperado and Armstrong.

it's so interesting to look at, most bosses for video games are built up over time, maybe through an encounter at the start of the game or a character that was previously known in the franchise. while mgrr builds all of the story and exposition right into the final battle. They presented him so well since both the player and Raiden were learning about him at the same time while fighting him. And the "I have a dream!" twist created a completely different notion about Armstrong. Starting the battle as a formidable foe and ending it as a bad, but honorable enemy.
The thing that’ll always amuse me is that Armstrong is the second boss in the same game to come literally out of nowhere and have a meme worthy speech - seriously, did anyone see Monsoon coming? He also basically came out of nowhere, delivered his literal meme speech, then was a memorable boss fight.
Fun fact: Armstrong wasn't supposed to be the final boss. They'd planned a much longer game but, they were outta time and, felt leaving it at the Armstrong battle was the best pseudo-ending possible at the time.
Yet his solution won out in the end, Raiden went against laws and followed his own form of justice and killed Armatring who he saw as a threat to the way of life Raiden champions. Armstring was right in evwrything, its just Raiden's will was stronger

They'll willingly risk death because that country attacked America first clearly and aggressively. The weak that would be purged are those same people who bow down to international corporations and put profit before morality. Armstrong wants the morally strong to thrive, not the physically. He wants politicians to enact laws because they genuinely think they're good, not because some corporation donated to his campaign. He wants to end PMCs because he believes that people should only kill if they believe its morally right. Not because they want money. In his new America, Morality would trump profit, and real politics would be decried as an excuse for their lack of will.
@@dead.ahead_sonya.parker1 feels like you are strawmaning his character. WW2 wouldn't be a "just" war in his view. at least not universally just. "morally" the germans did their best to purge "evil humans". morally the rest of europe did good by kicking down the "insane and evil germans". the americans in the senator's image would support both sides. morality is defined and balanced by the collective. an individual can warp his view of morality into the absurd, which applies to the senator as well.
Normal people: Man, the ‘I have a dream’ speech is so powerful, it gets me every time. Really fills me with American spirit. Metal Gear Rising fans: Yeah, it most certainly does

Got love how villains like Armstrong’s reason make way to much sense so the writers have to throw in 3:18 just to stop the audience from siding with the villain
Even then, the "weak" is the rich who won't fight, as shown when Raiden says (paraphrasing) "you never had to fight, or kill, or steal, just to survive." Which Armstrong responds to with "But you did survive!" Which is what his argument really is.
The best villains are the ones who make a like 90% of a good point, and then take a drastic batshit crazy turn for the other 10% of the solution. e.g. "We need to do something about the starving children. We need to do something about the pet shelters putting down so many stray animals who can't find a home. So, we just need to feed the surplus pets to the starving children!"
