Yes and no, idk how many of these burned archivist would like to mod the game for fun, or even monetarily, they are part of the team for better or worse did something kinda illegal. It's a lot of veteran talent/ knowledge lost.
I'm confused why people believe that they would be paid in the first place. While I love digsite's work, the point was adding old content due to the love of the franchise, not for money. Unless the mods were monetized and cost money to buy, there's ZERO incentive for the modders to be paid to produce them from the perspective of Microsoft. The mods are free, therefore the modders don't produce any income for the company and thus aren't paid for their volunteered work. That's just the reality of the situation. Microsoft isn't going to pay them out of the kindness of their hearts, not if they're not producing any money, I'm sorry.
It does hurt future dig site ventures a lot, they won’t be given access anymore and this won’t be able to produce anything new. We’ve gotten a ton for CE and 2 the last year, and it looks like they were going to move on to other games now and got access to more files only for them to be leaked. We now won’t get anymore for 3, ODST, Reach, and 4 at the cost of this leak. I’m stoked for people to play around with it and make it playable, but this does have palpable negative consequences, sucks this is probably the end of the unreleased stuff we’ll see for a long time now if ever.

Entirely Microsoft / Halo Studios fault they have the cash to pay people and they refused too. Bethesda pays modders now and has a program to do so, this could of easily been resolved.
The only way they would be paid is if the mods cost money, just like in fallout. Otherwise, there's absolutely no incentive to pay the modders. If the mods are free, they're not producing any money, and they're not going to fund it. That's just the reality of the situation.

There’s a lot of information you missed out on the cut Guardian Forest mission Kevin, Guardian Forest was actually supposed to be the original eighth mission in the game during early development and a lot of people in the community thought it never made it passed the “concept phase” of Halo 3s development. Though honestly looking back on it now it wasn’t really thought through that much outside of “Chief and Arbiter going to this Forerunner structure located in a huge Forest of large trees where you had to fight a giant Sentinel called the Guardian” the leak actually finally reveals what Guardian Forests layout would’ve actually looked like in a blockout stage and I think it was cut around 2005-late 2006 judging by how it looks to be honest
Halo is finished now anyway, it basically died when Bungie left. anything produced by Microsoft has to work within DEI/ESG/Bridge guidelines so it will be soul less corporate slop. The workshop content is what brought me back to Halo, playing the uncut Halo 2 blew my mind. So anything compelling in the future will come from the mod scene.
