Besides Sega in general is weird about non male Hedgehogs getting super forms. Apparently it was a rule that only male Hedgehog could canonically have Super Forms. In the original release of Sonic 3& Knuckles Tails could only go "Super" with the Super emeralds, which they ended up retconning and changing in Sonic Origins and gave him a regular Super and Hyper form. But for whatever reason In Sonic Superstars Sonic is the only one who goes Super. Everyone else just gets "Super Powered". Even in Sonic Origins after they made Classic Amy playable they did to her what they did to Tails in the OG release. They called her Super form "Superpowered Amy" and he Hyper form "Super Amy".
