Primary purpose to quell people’s anxiety and bad memories around the sound of an air raid siren, makes me emotional and I’m not sure why. @@brightax7502I figured out how it works more. So it’s a normal air raid siren. An air raid siren gets its pitch from two things. The speed it’s spinning which is the sound you associate with the air raid siren (the pitch going up and down) The other way is the holes on the side the size of the holes on the air raid siren effect the pitch as well so have a 6 inch hole and a 3 inch hole next to each other you get a octave. And that’s basically what’s happening here it’s adjusting the size of the hole to change the pitch

We don't make 'em like we used to anymore. I now know there are two other second generation Yamaha Music Sirens still operating, and I fully intend on going to see them some day.
I know sirens are not living things and have no emotions or minds, but this made me cry as it felt like this siren was thanking everyone for enjoying its music for the last several decades and that it would miss bringing music to the community. In short it was saying: "永遠にさようなら(Eien ni sayōnara)" ("Good Bye Forever")

So what I can translate from the desc, they are disassembling it and they won't be bringing it back onto that roof due to complications with the owner of the machine and the manufacturer no longer producing musical siren Parts.
