But you're right those guys are pretty creepy, Solomon Grundy a giant super strong zombie is actually scared of Professor Pyg but there's one thing that will help you in Gotham unlike in the other cities, a gun because not a lot of Batman's rogues gallery are bulletproof. One self defense headshot to the Joker and the city would probably throw you a parade.

The developers were 100% aware that most people would not have noticed this but still put it in the game anyway. The cars aren't stolen because the riots hadn't obviously begun at that point
If there is anything, I alway missed about the Arkham Games is that we never saw a live Gotham with civilians on the streets and normal traffic, like Marvel's Spider-Man would have later.
Batman looks like ass in daylight and he’s really more of a gothic night time superhero. A day-time game wouldn’t work as well as it does for Spider-Man. Maybe if you played as Bruce in the day it would work better.

Whereas Spider-man is a “friendly neighborhood” hero, Batman is supposed to keep to the shadows and not really interact with civilians. In many incarnations of Batman, it’s years before average citizens even know he’s real, as he’s so elusive that he’s thought to be an urban myth. It is a little contrived though how Arkham City, Knight, and Origin all have to have reasons why you have a city to free roam in but the only people you interact with are criminals, cops, and other first responders. Origins is the most ridiculous because the only explanation is that it’s Christmas Eve and there’s a snowstorm, but in a city of millions there’s not a car on the road or a civilian on the street.

A lot of players would've probably hated it if they did this, but I think it would've been really cool if Origins had civilian areas where you have to evade their attention. Whether that's because it can cause a police response that'd be enough to insentivise stealth, or just going with the nuclear option with a game-over. It wouldn't have to be too hard, as civilians wouldn't be alert enough to easily see Batman and they wouldn't be everywhere. But as I said at the start, it'd probably be a controversial mechanic no matter how it's done. So I understand why the devs wouldn't do anything similar, even if they had the idea themselves.

I was playing this mission looking at the cells I looked at all the cells so I decided to walk toward a wall for some reason because batman hasn't shown up yet. I just turn slowly to the left and batman suddenly appears next to the wall giving me a jump scare

The sad possibility is they were probably not bored but forced into making this asset very few would see because a management said "how are there no civilian vehicles in Gotham during the day?"
Yeah when I played it I was really disappointed that there weren't any cars cruising around or any passengers on the sidewalks. Obviously they already have the fitting characters plus animations because of the main games intro
I always linger in this part longer as necessary, because the city looks stunning by day. Would love to freeroam. It would have been the greatest if you could play as Gordon by day and Batman by night. ❤
We need another Arkham game with civilians and different times of day like Spider-Man 2 . Of course since it’s Batman the times can be restricted to Dawn-dusk-night-twilight-sunset
It makes sense for the small town in south italy where I live to have little traffic during early morning. But not for gotham freaking city a city where millions of people live. It was just easier for the developers like you said
Tbf, i live in a capital of 2,7 mi people, and the streets only start to get full of cars around 7:30 or 8 in the morning. By the looks of it, this scenes looks like it’s around 5:40 where the sun starts to rise.

@@kedein20 The civilian scenes at the beginning were pre-rendered, not in-engine, so it might be a bit tricky to add those in that context.

If you are on PC, there's a mod that allows you to change the weather and Skybox. I used it to turn the game into a rainy day.
