Not yet it isn’t, the engine has not been built yet and never run. The airframe need to be finished to even be flown. You money is to pay for the research and develop the whole project. Put money into somebody else’s dream is a way to lose it all. The design is brilliant but aircraft certification can take many millions and take many years for the engine and the airframe, separately. Fancy concept models do not fly. Also how much would the Garmin electronics cost for the cockpit screens, I have seen 250000 for them alone.
It looks Like Vaporware to me especially with all the art renders, they talk about a factory but don't show anything to that effect. It's a to good to be true story.

$650k now and video done 2mn later is $750 and reality is that by the time it has a production certificate in the USA it will be $1.5m or a bunch more.
go look at the hill website and see that it is not 650k dollars but 650k pounds, without taxes and fees
