In the Prague Zoo there is a very lush habitat for Tasmanian Devil. You can check that to get some inspiration to build realistic habitat. Having the devils in the zoo is unusual, but Elm Hill City Zoo is the best one.

I would say adding the bats to the jungle dome is the better option. That means if Frontier ever introduces flying birds you can simply swap the bats out and keep some birds in the dome

I can definitely recommend a visit to the Wilhelma in Stuttgart, the zoo is amazing! I visit it regularly because I have family in the area, but unfortunately I haven't been there yet since they added quokkas and koalas 😅
The walls are glass, the cats wouldn't be able to escape. The netting is to keep birds of prey out, those tiny cats must look delicious to a hawk or a falcon.
They could potencialy climb the rock walls in the back of the enclosure and jump out but I agree that the netting is also used to prevent animals from predatory birds!
