There's a theory Titus put the contract on himself to make himself a martyr and had Mortiari do it for him. That way his son can pick up the pieces and reunite the empire with his father's death as a motivation. A spark to renew the flame of patriotism within the crumbling Empire, to be weilded against the Thalmor. If this is true then it's understandable why Titus wanted Mortiari dead, he's a lose end to his plan to elevate his son and the Empire back to its former glory. An ingenious plan, since stepping down or suicide would be seen as weakness. No, it had to be an assassination. His cousin an unfortunate victim, collateral damage to save an Empire.
The question is whether Motierre was in on the whole thing, or had been convinced in some way to initiate the hit. I think Motierre was in on it, but didn't expect Titus to put that proposal for a contract on Motierre to the DB. Essentially Titus said 'kill the guy who ordered my assassination, and i'll not cry out for help while you kill me.'

I think they spelled her name wrong in Japanese. It reads ヴィットリア・ヴぃキ (Vittoria Viki), but I think it should read as, ヴィットリア・ヴィチ (Vittoria Vichi) (Note: the "v" phoneme doesn't exist in the Japanese language, so they use the "b" phoneme as a replacement, so although they have a character for "v" (ヴァ、ヴィ、ヴ、ヴェ、ヴォ (va, vi, vu, ve, and vo)) I think it would still be pronounced as "ba, bi, bu, be, and bo." ...wait a minute... It makes sense now. They spelled it as ヴィキ ("viki" (pronounced as "biki")) because if they'd spelled it as ヴィチ, it'd sound too much like ビッチ (bitch), which, if I'm not mistaken, carries an additional meaning in Japan: a sexually promiscuous woman! Lmao! Also note, since I'm still learning Japanese, everything I said here could potentially be entirely wrong. Idk for sure.
