Hi, im not quite sure, its so old it doesn't have a model number but they are all fairly similar to start. Have you located the decompressor lever? try that in different positions and see if the compression lowers to the point itl crank over easier. They do take a fait bit of effort to crank! Mine starts really well but even so not many people manage to get it going.
Maybe try some fresh diesel, squirt some oil into the bores and let it sit for a while then try crank it over many times with the handle to make sure its not seized and you could also try tow start it if you have the room and a long tow rope. Good luck.

I think it's most likely late 50's early 60's.
That is an early Thwaites pivot steer probably from the late 60s to early/mid 1970s.
what's the name of the dumper I know its Thwaites we have Granda got but its so hard to crank and start
