Just moved from Texas to Florida, but Galveston was our "home port" for many years. My suggestion is to do the bulk of your traveling the day before (of course), and stay in Webster. Your accommodations won't be priced as "resorts" like the hotels IN Galveston will be. Webster has countless modern hotels, an unlimited choice of restaurants & shopping, and is about 30 minutes to the ship on embarkation day. A night in the Holiday Inn Express would usually cost $100-150. This was our go to for many, many cruises.
