Your statement sound like the creators of this music piece are dead. Some of the anime staff from KyoAni passed away but I'm fairly sure that almost all soundtrack in Japanese anime industry is being outsourced.

The idea that "almost all soundtrack in Japanese anime industry is being outsourced(sic)" is not true. There are a few non-Japanese composers in the anime industry (Kevin Penkin is probably the most notable) but he works in Japan, and the vast majority of all anime soundtracks are done in Japan.
Good characters, good animation, good storie and a great soundtrack. A movie that is surely one of the best I've ever watched, every time that i rewatch it I like even more of the movie

Euphonium" series. (This movie "Liz and the Blue Bird" is a spin-off from "Hibike! Euphonium" series, and the suite is performed by Kitauji High School Concert Band also in the movie "Hibike! Euphonium - Chikai no Finale".) And also, the BGM pieces used in fairy tail part (except farewell scene) of the movie are from the suite. But all the other BGM pieces and the ending song are composed by Kensuke Ushio. His minimalist style is totally different from Akito Matsuda's dramatic style. Both styles of the music used in the movie made clear contrast and that is highly effective.
