Dude, I freaking love pokemon. I played Emerald EXCLUSIVELY asa kid and racked 400 hours in that game and didn't even shiny hunt or hatch eggs. I love seeing speed runs of this generation more than any others. GGs Blumagma!!
There were actually meant to be another possible NPC (a Poochyena or Zigzagoon depending on version) to see while riding the cable car, but a programming error makes it so that they never get rolled by the RNG.
Probably not in the same way as having a dedicated rapid-fire button or special controller. These are external tools that don't really mess with the game directly
