My opinion is purely based as being a student of politics & public policy. The creation of new states in Pakistan has strong case on administrative /governance bases. True, the division of Punjab will pose some challenges for the Punjabi culture and Language but such issues can be handled with mature and a liberal secular approach towards these issues. For example the new probable province can be named South Punjab or Janubi Punjab and the other remaining Punjab can be renamed as North or Shimali Punjab. Similarly there is a sensible case for the creation of some other new provinces. Prominent Pakistani wise man Shabbar Zaidi recommends a Pakistan federation consisting of 10 provinces. I understand, such issues have a strong emotional dimension but an equally strong dimension is good governance and welfare of the people. In India all the new created provinces prove this point. In India there are still some very big states like UP, Maharashtra and MP and sooner or later new states will be carved out of these. All ready there is a strong case for creating a new Eastern UP states which may be called poorvanchal. Similarly the Eastern Maharashtra state can be a new state called Vidharba. With best wishes for the good future of the whole sub_continent.
The word 'Saraiki' was created in the 1960s. Before that, dialects like Multani, Riasati/Bahawalpuri, and Derawali were all considered dialects of Punjabi.
Saraki is a language but the saraiki speakers are not a nation -------- which in Pakistan is called tribe or ethnic group. It is spoken by Baloch and Pashtoon tribes of western and southern Punjab. Niazi pashtoon, Baloch of Derajat, Multan, Muzafargarh speak this language. Mianwali was part of Banu district which was separated in British period. It will be interesting to note that whether Baloch and Pashtoon of Saraike areas would link their association with language or ethnic lineage. The Baloch of Dera jat have prominent emotional association with Baloch identity.

Later in 1981 when Zia ul haq declared Martial law, in order to gain support from some anti Punjab elements which were mostly part of ppp at that time ,he changed the status of the saraiki from dialect of Punjabi language to a separate language. This change decrease the number of Ethnic Punjabies in Pakistan from 55% to 38% in the census by creating a fake identity Saraiki. Saraiki is as fake identity as the indentity of Pakistani itself. Just like the name Pakistan doesn't exist in entire subcontinent post 1940. Similarly the name Saraiki doesn't even exist in entire Punjab post 1960.
Saraiki is a fake identity created to weaken Punjab. Multani people speak Multani Punjabi, Bahawalpur people speak Riasati Punjabi, and the people of Dera Ghazi Khan speak Derawali Punjabi. Saraiki is merely a label imposed on these dialects.
