I remember playing this scenario as a neutral nation (I think it was the Dutch), so I could just sit back and watch the war. On the very first turn, I read; "Allies and Axis sign peace treaty." Then; "Axis and Allies sign Berlin pact to counter Dutch aggression." I didn't realize sitting back to watch was considered aggressive.
Not the Dutch specifically. The 'neutrals' were a civilization, one that had a few cities spread over the map, representing a few different countries combined into one due to Civ 2 having a seven civilization maximum.
Not only the sounds, the game is kept simple and clear in many ways. Also the simple graphics do a perfect job. You never have to right click for tile's properties or highlight icons. Everything needed was just clearly to see on map unlike in later games. I'm currently on a vintage civ spree. Only 3 is still a pain to play. The only game that has not the one more turn feeling. 2 is still my favourite in so many ways being closely followed by 4. Also winning 1 with Aztecs on world map at emperor was lots of fun. But this WWII beats them all.

This is not the best zoom though - remember how you by default had the more pixel-y zoom, and you had to change the zoom to get the best resloution? Not a huge difference but it did make everything smoother :)
this is definitely the easiest difficulty level. Examples: Human player (French) is taking out tanks with fighter jets. French tanks on the defensive win against attacking German tanks (while combat strength is 5 vs 10).
Wow that's strange, I'm playing the same civ as you, started 2 days ago and I too was forced to settle south east of Turkey in Iran, everyone decided to wage war on me apart from the Russians which I formed an alliance with. I only dusted this game off again a week ago. Still one of the best strategy games out there even by todays standards.
The South East is definitely the way on this map if playing neutral, so much living space down there that you can outgrow the other civs easily when settling down there :) But I just found it more fun to play as Axis or Allies on Deity, more of a "roleplay" situation. :)
After testing the big nations, I beat it with Spanish and then Turks. The game ended in probably 1947 or so... Didn't try the Neutrals though.. It's actually possible to save Paris from the initial capture, if you play for French on the easiest difficulty. There's a very small chance German firepower on the first move won't be enough. It makes game much easier then. If you are playing for the Germans, it's possible to conquer the whole European part of France (and Amsterdam) on the first turn, but you must have use your engineers wisely. If I remember correctly, on the second one (or is it the third?) it's possible to capture London and Manchester (or Southampton if you prefer) and Athens. Further conquest of Britain slows down (only one city per 1 or 2 turns), due to the accumulation of loads of partisans. Probably the most enjoyable game was hot seat with a friend who played for Russians and I chose Spanish to keep it more interesting. Since we were allied, his leader also gived me some early technologies he had on me (he was discontent about that), so we soon were on par. We both started with building as many engineers as possible, but I had less ground to cover and, while his research was better, I was able to milk technologies with diplomacy and the Spies quicker (the relations were better and the distance smaller). At one point he began to build Manhattan project, my production was still pathetic, but I also started to produce it in my most productive city Madrid. He didn't understand why I'm doing it. The turn he build the project, I switched the obsolete production to nuke, so I was the first to have one:)) Also as soon as he started to fight Germans, I snatched Paris and Amsterdam from them, and then took out the French in continent and in Africa, that's when my economy really started to flourish, and I mass-produced tanks. There was actually a brief episode when I had more tanks than him (40 vs 35), still busy with all the engineers (it took an awful lot time for his micromanagement each turn, and this were way before smartphones or even mobiles).. He insisted to rule over one French city, so I left him Strasbourg, but in return he had to leave me a German city, or other of comparable level. It was Belgrade or Bucharest. His engineer army quickly built the railroads connecting European cities, but our leaders for some reason cancelled the alliance and were only on peace terms (you can't influence them that easily, the other leader just refuses the alliance, even if the player wants), so he became very annoyed that he couldn't move the troops past that city anymore (complicating his access to Greece and Turkey), but didn't dare to take it from me:)) The last ones we finished were the Allies, it took just a few turns, as he occupied the whole Britain, and I took American cities and probably Belfast.. We stopped playing after that, him clearly being in a stronger position, but not that much stronger, as you could expect.
Hi,what difficulty was the game and what version of Civ II,no hostility patch ? Russians making MP is a good joke,normally Russians will receive more nukes from Axis,Russians not have army,can loose Moscow and other 7-10 cities in 2 turns:).Too,other weak 'tribes' no chances,because all will fight with them,Axis first.With Spanish will be attacked by French,Hitler will demand money or to declare war vs his enemies ,refusing war,etc,etc.
You know how to capture all of France (including Marseilles and Lyon) on turn 1 but don't know how to beat zone of control? Something is not right here...
Was just playing as Soviets, right from 1940 ended up at war with Axis. Managed to make it as far as Prague by ‘42 before they discovered nukes, was impossible then. Lost all my gains and had most cities nuked and had no SDI :(
Maybe if you renonce to take Athens,can't take Athens and Beirut+Damascus in turn 1+ 2.And how take the far Casablanca,close to none allied battleship and cruiser ?
I want to download civ 2 complete for Windows 10. I searched and downloaded several files with no luck so far. Anyone has a solution? Steam and GOG don't have civ 2. I tried 5 different classic games download sites, nothing worked so far. Thanks
This is totally at a level below prince isn't it? Combat seems to be very favourable I could never attack a mostly healthy tank with a veteran fighter in Emperor or Diety and have it win, for instance.
How do you do this?! i have tried to choice france, germany, russia, spain and so on... but the game dosen't allow to choice all the tribes. (I want it to be a real world, A real game play!) Help!
It's not incompatible. It works on Windows 10 32bit. It's the only real game I play - online games are just p2w and not really games. I run XP in hyper-v and play fine, but without the CD wonder and advisor movies.
Primegaming Its chiefton or cheat, those combat results are ridicoulus, i have never seen so much luck in a row. On avarege difficulty you should have pushed to 2 cities in eu. Or being eliminated if refuse to talk, also very high production compared to the land + no engeneers

LOL silly me I forgot Hitler invaded Holland an other "Neutral countries the only way to do what I wanted to do was to pick Spain ... and Beg all other countries for Gold and Teck and "promise I'd help them fight for their side ... LOL

It was meant in the same way the Axis and Soviets signed a pact to counter Polish "aggression".

Here we are 20 years later and the AI still pulls BS like that. If civ AI are a y indication of how real world AI will turn out, we're all screwed

The sound effects in this game are by far the best in the entire civ series.

Playing and winning this on Deity difficulty was a really nice gaming experience (yes, bragging about beating it on deity!)

I just finished this scenario as the Neutrals,took me to 2163 to conquer all! The first few turns were extremely rough until i fled to the south east.

I dunno if it works on the 32 bit version; I used to have the 64 and it didn't work for me. And it doesn't work under 10 either...

Did you not watch the video? The Axis and Allies made peace and then declared war on each other at least twice.
