Do regular humans really think their BB bullets are gonna win the fight? I'm lost. They want to be saved but want as little damage as possible?? Impossible.
The law wasn't passed in the first movie when people died or when property was destroyed. The law was passed because of public perception. Now, not only was the position of "superhero" legal before but, by some stuff that is said in the first movie, we can decipher that it was a government or statal position. Bob, Helena and Lucius all had nice things and were clearly financially stable even though they didn't have any job besides "superheroing". This means that the lawsuits made by the people against "the heroes" were actually lawsuits against the "united states superhero department" or something. Also adding to the argument that the superheroes were a part of the gov: in the first movie, the heroes' destruction of property is paid partly by the gov and a small part is left up for the hero to pay. The debt of the destruction caused by the heroes was cancelled if you accepted to retire from being a superhero after the law passed. And because of this movie we also know that super heroes are, and were, legal in most countries in the world. So this puts America back in the "not doing something good because a small part of the population thinks it's bad". so 1. Gov was being sued. 2.
