I think the Illusive Man not only brought Shepard back from the dead so Commander could bring him a Collector Base, but also to accupy Reapers when they would finally come, while leaving Cerberus undisturbed towards their final goal - a way of controlling the Reapers. However TIM knows Shepard must be kept on line in case Commander had too many victories - and krogan-turian alliance would be a huge disadvantage towards Reapers, which TIM never wished destroyed.

It's really too bad Sur'Kesh is one of the shorter missions (so far). This track deserves a longer mission imo.
