I worked briefly as a public school teacher and was told I wouldn't be paying Social Security taxes because of the way the Teachers Unions had set up their retirement plan. If your entire career was based on public employment and you and your employer didn't pay Social Security taxes, you shouldn't be eligible for SS at retirement...but if you have paid in to SS you should be eligible for SS payment based upon your earnings like any other person.
@jim-chickieboling3265 This will benefit teachers who pay into a pension, but then ALSO work a second job during their off time that takes out social security from those paychecks.
You are missing something major. I was a farmers wife. Married and ran a farm and paid taxes for 25 years. Became a school teacher. Because I was a school teacher I LOST MOST of my retirement. They dont care if the 10 years and 25 years are in two different times in your life, they lumped it all together and now I get LITTLE retirement because social secreity says TEACHER PAY... and teachers retirement says SOCIAL SECURITY PAY. I loose 1.5k a month for the rest of my life.
If you paid into SS you should be eligible for the benefits. If you didn't pay you should get nada. This report is somewhat confusing as to what exactly the bill is allowing for.....
SS funds earned outside of the govt job are reduced because of your govt pension. My earned SS annual benefit was cut 45% due to my govt pension. When I did the math about affording the early retirement plan that reduction hurt a lot. I had to move from where I lived.
So what it means is my ss is around 13 hundred but as soon as I start getting my teacher retirement they take 40 percent of my ss away this bill would let me keep that money
So did all of these government workers pay into. Social security ? If working for the government and they did not pay SS taxes then how are they entitled to pension and social security. If they get SS after no paying into the system then the public sector deserves more money from the administration.
@@caroldobinson This is about people who worked both government jobs and non-government jobs. I paid into social security for 17 years, then went to work for a state university and paid into the state pension system instead. When I retired most of the social security I had earned for that 17 years was taken away. Poof - just gone. You paid into it but you don't get it back when you retire because at some point you went to work in the government pension system. But your government pension of course doesn't pay for that 17 years either. Poof- just gone.
But that's the point. These people did NOT pay into Social Security. They were exempted. This is a well-known scam. You work 30 years in a government job, and pay no SS. You have a government pension. Then you retire and get a private industry job for 5 years to qualify for Social Security. Reagan passed this law and it was a good one. We are supposed to be SAVING the SS system, not burdening it more.
It isn't a savings plan where you get an allowance. It is a guaranteed service for citizens whom paid into it that upon reaching 'retirement age' no American will be destitute. It's not going to make anyone rich but many can live off of it and the free Medicare to those same individuals. You'll look into it more as you get closer to it.
@@Po1itica11yNcorrect There is a cap to what a person can 'make' while receiving benefits to qualify for the full amount. Anything made over that amount is taken away from the benefit until surpassed, whereas no benefit will be paid. It's more like copay insurance than an allowance.
@@Po1itica11yNcorrect No you would have paid into social security. The Military does both. Thats because the pensions for the miitary is so low, compared to working in the private sector.
They need to give the elderly free health care like those on SSI. They also need to raise the amount because NOBODY can live on 1,200 a month. And why penalize people for being married by taking half of the wife's SS away from her while her husband lives? These people built and took care of this country . Treat them right.
They no longer want us elderly to live so long so giving the worst health care when you need it the most is in the cards. I'm lucky that I qualify for Medi-Cal and I can also have my Medicare so CA did something right.
I paid in 25 years in to SS but I only get 60% because I receive the pension from another job. Just because I worked 2 jobs the government has no right to cut my benefits.
@@willieverusethis It's not penalizing. If one doesn't pay into SS because their public employer already provides a pension then their benefits are adjusted accordingly. This mostly affects a worker who worked multiple jobs that paid into SS but had a public employer who did not. It also affects the spouse who collects SS. This is called the Windfall Elimination Program (WEP). I'm surprised the news didn't go into this.
It's a rip off.The federal government does not want you to have all your money. If you have a pension and social security, they do a formula where they take 50% of 55% of your pension or your social security i Louisiana, they do a formula, whatever comes out the most, that's what you get most of the time. You only receive $100200 of social security. If you have 40 quarters, if you don't have 40 quarters, you, you don't get social security. If all of your work has been in the state and you never worked anywhere else, then you all to receive retirement. Hopefully, it's the minimum salary to live on. Other than that, you can apply for ssi. It's a such supplemental security income to come up to the minimum standard living
Your Social Security benefit might be reduced if you get a pension from an employer who wasn’t required to withhold Social Security taxes. This reduction is called the “Windfall Elimination Provision” (WEP). It most commonly affects government work or work in other countries. You won't have this reduction if you paid Social Security taxes for 30 years on enough work outside your pension-earning job(s). See a WEP chart that shows how years of Substantial Earnings can change your reduction (PDF).

In most cases they don't pay in, they are on separate pensions, they use to call it double dipping. Also in most states they pay No or reduced property taxes. Yes, that's right, the people that want to raise your property tax don't pay any.
The whole point of the government workers is they got government pensions and yes if they paid in to Social Security at some point in their lives and met the requirements of having enough credits they should get their social security but only what they put in to it. Anna In Ohio
No. They opted out of SS for most of their lives in exchange for a government pension. Then they work a minimum of years for a minimum SS benefit which is much more than is proportional to the time worked. That was a good law that was revoked. Reagan passed it.
@@heatherhall7899not true in my case. I was about half of my career life outside of education and half inside. I also had to pay into social security during all my extra jobs while also teaching.
What they aren't saying out loud clearly is that career politicians that hasn't had to pay into Social Security will receive a higher portion than the average American worker when they retire on top of their public office retirement plans. In other words they are somehow entitled a lot more than we are even though we have paid in our entire adult working lives and it's BS..
They are a tiny minority of the people affected by the law. That's how the law was sold to us: we would stick it to the politicians double-dipping. Instead the law hurts people who went into teaching late in life, or got a job in a public sector after years of working in the private sector. It also docks the most money from the lowest income people.
yeah, half my rent will go to a decent apartment, if I don't it's a efficiency and that is way too small. You feel like you are in a one room cabin. Maybe some could live in those tiny little matchboxes sized buildings. Like it would be pallets. They need to raise the COLA to match inflation better
If you paid into SS and a Pension while in Public Service you can collect a full SS retirement benefit. Many Public Service employees opted out of SS to avoid paying into both. SS currently prorates for those who did not pay into. To give those who opted out of SS retirement system is not fair to those who paid into both SS and a Pension during their career.
As a retired Texas teacher who has her SS benefits reduced because of WEP, I'm super excited to see movement toward its repeal. I had 14 years of employment in the private sector before I began my teaching career at age 30. I deserve every SS benefit I earned from age 16 to 30. It's not much...wouldn't even cover our monthly grocery bill, but I'd still like to have it. Especially since I have to pay for our Medicare Advantage plan out of my teacher retirement check as well as pay my Parts A & B out of my SS. I think my SS net is right at $108 a month. I appreciate Congress addressing this.
Me too. I get a whole $74 a month for all the years I paid into Social Security. The naysayers have no clue. We paid in for our full 40 quarters just like everyone else, but we receive reduced SS. That's what public service gets you.
The issue is that SSA benefits are a progressive benefit program. This means someone with a (FRA 2025) AIME of $1000 will receive $900 a month in benefits while someone with AIME of $5000 will receive $2311 per month. In this example most people will have paid 5x while only getting 2.56x the benefits. That is also not fair

If you don't pay. You should not and never get any of Social Security. But then again, some people in this country doesn't get a fair shake in this country .
What this is is for people who worked a second job that qualified them for SS and also worked in a non SS job that had a separate plan. They were taxed but did not get SS. It was called the windfall elimination act.
Are you saying people with disabilities shouldn't get SS? A lot of them do, it's called SSI. They haven't paid in or haven't paid a lot in, are you saying people with actual, real disabilities shouldn't get this vital help? If you are, that's fine, just makes you a pretty crappy person, own it if so.
This is about people that paid into social security and a pension. Social security payments are based on what you paid in, your top 35 years. If you paid into a pension for say 20 years and social security payments for 24 years, then when your payments are tabulated you would have 11 years where your contribution was 0. That is going to reduce your monthly stipend. That is reasonable. But they are double penalizing people, by now taking another portion , as much as 60%, of the already reduced amount.
So, if they paid into the system, they should get the percentage of what they paid in...if you pay in 100%, you get 100%; if you paid no social security taxes, sorry.

I barely make over that now! Many seniors who live on S.S. alone will get a big cut when the money starts running out but these people will continue to get their pensions from the government. This is b.s.!
That's a neat story. What about those that worked two FULL TIME jobs for decades and contributed to both a pension and bi-weekly social security taxes? You're saying that even though they paid into both, they shouldn't get both. Look at it another way. Someone paid into social security but also contributed a portion of their paychecks to a 401k over the years. Because they have a 401k, should they have their 401k stolen from them? We get that social security taken from our paychecks every single pay check. Over the course of a year its a substantial amount being taken. All money paid in should be returned to the payees paying in. Not just a percentage. I for one do not need the government holding onto mine. I can invest it myself better than government ever could.
The thought of retirement makes me cry. My apologies to everyone who have retired and filing social security during this time after putting in all those years of work just to lose everything to a problem you never imagined to happen. It’s so difficult for people who are retired and have no savings to fall back on.
Effective personal finance management is more important than the amount of money saved, regardless of whether income is earned through job or investment. Individuals can seek counsel from a certified financial advisor to optimize financial outcomes, who can provide specialized advice and methods to decrease expenses and maximize income.
I completely agree; I am in my mid 40s, approaching retirement, and have approximately over 2million dollars in external retirement funds. I am debt free and have very little money in retirement funds compared to the total value of my portfolio over the past three years. To be honest, the Fin-advisor can only be neglected, not rejected. Just do your due diligence to identify a fiduciary one.
The thing is, social security was not meant to be a sole source of income to live on. It was meant to help in the event of the loss of the family breadwinner. You were supposed to plan for your retirement and save accordingly. It is so unrealistic to expect SS to sustain you.

I worked from 16 to 33 and paid into social security. I became a municipal employee and then retired. My social security payment should have been 1000 a month at 62, instead I get 480 a month.
I'm a retired teacher. I paid into Social Security for many years through a second job but don't get my full benefits because of a law passed when Reagan was president that penalizes public servants who are eligible to get both a pension and SS. The penalty is about 80% of the Social Security benefits I EARNED. I have enough credits to qualify and receive only 20% of what I would if this penalty law didn't exist.
You didn’t pay into it from your teachers salary. You get a pension from a teachers retirement fund. You didn’t pay much into ss from a second job and you shouldn’t get much from it. Quit demanding what you don’t deserve.
I see why some wanted this Act to pass, but it's not the right move. Social Security needs to be revamped and improved all the way around. Now, with the passing of this act, EVERYONE who is, and will receive SS benefits of any kind from here on out will receive far less, causing most all to suffer even more than they already are. MANY, many seniors, disabled and vets living on SS have been receiving income far below the poverty level. They have been losing their homes, unable to pay their power bills, and starving for years now. This will only be worse now. THE SS SYSTEM NEEDS REVAMPING AND FUNDING!! Police are EXTREMELY well paid. Their pensions are excellent. The reason people got excellent public pensions was they traded their SS for the pension. Now they get to collect both? That doesn't make sense. Who is going to pay for the shortfall on funding those pensions?
I hope Trump find out why the social security program’s total cost exceeded its total income. Are we paying an incompetent to manage our social security fund? It isn’t fair that citizens always have to pay the price for the mistakes created by the government

My parents worked in public schools there whole lives. They didn't pay anything into SS and , of course, they didn't get SS paid back.
@jim-chickieboling3265 This will benefit teachers who pay into a pension, but then ALSO work a second job during their off time that takes out social security from those paychecks.
Have to have enough work quarters like everyone else does. And the work quarters used to have to be consecutive and within a 10 year period
I thought teachers and nurses had 403b plans?
I agree with this. People have a right to have what they worked for and paid into.

@@willieverusethis It's not penalizing. If one doesn't pay into SS because their public employer already provides a pension then their benefits are adjusted accordingly. Its called the Windfall Elimination. All who paid into Social Security SHOULD GET IT!
Your Social Security benefit might be reduced if you get a pension from an employer who wasn’t required to withhold Social Security taxes. This reduction is called the “Windfall Elimination Provision” (WEP). It most commonly affects government work or work in other countries.

This is about people that paid into social security and a pension. Social security payments are based on what you paid in, your top 35 years. If you paid into a pension for say 20 years and social security payments for 24 years, then when your payments are tabulated you would have 11 years where your contribution was 0. Police are EXTREMELY well paid. Their pensions are excellent. The reason people got excellent public pensions was they traded their SS for the pension. Now they get to collect both? That doesn't make sense. Who is going to pay for the shortfall on funding those pensions?
It only applies to people who in fact paid into SS
Who will pay? You guessed it; the rest of us.
Maybe they should crack down on the SSI scammers who probably never worked a day in their life, and those who snuck into the country.
Taxing SS = ♻💵
If you pay into Social Security, you should be entitled to it, no matter what occupation you worked.
Ronald Reagan signed this in 1983. Republican hero.
Yeah 😂
And then right after pilfered from it to help fund his Star Wars project. He was a liar and a criminal. Hero my butt.
i worked and paid in social security and worked for the rr and paid in rr retirement, i cant get both... why do they
😂😂😂😂
With the amount rent and housing is, it’s still way too low.
That's why we elected Trump. Hope of fixing things.
Tax the rich and increase SS
Congress need to help all people on ss
People who serve the people, don’t get that much! They paid into social security, they better get their FAIR SHARE.
Most public servants will lose about 2/3 of what they should be able to draw. Very frustrating!
I hope Trump find out why the social security program’s total cost exceeded its total income.
Are we paying an incompetent to manage our social security fund?
It isn’t fair that citizens always have to pay the price for the mistakes created by the government
You should read up a bit on how the government creates money.
Nothing happened to the money, it's all there. The problem comes when people start working full time at a later age or not work at all. It creates gaps but nobody stole it. There are great articles that explain it all and exactly how the US Treasury invests it and such so just google it.

gov is exempt for the liability for the laws and polices they pass which means they have no skin in the game, so they dont care what laws they pass they are exempt. it is criminal.
true you pay you get
Social Security Fairness Act ... Thanks to House Rep. Garret Graves (R) 🙏🙏🙏
If you paid into it, you should get it back.
In 15 states, teachers and other public employees don't pay into Social Security. Problem solved.
😂😂
Unfortunately not all of us were financially literate early. I was 25 when I finally educated myself and started taking steps. I went from $176,000 in debt with zero savings or retirement to now, 2 years later, fully debt-free and over $1000,000 net
worth. I know that doesn't SOUND like a lot, but I'm incredibly proud of it. Now l'm fast-tracking my wealth building (investing $400,000 annually) and don't owe a dime to anyone. It's a good feeling.,,
Wow that's huge, how do you earn that much? I'm 37 years old and I've been looking for ways to be successful, please how??
I've always wanted to be involved for a long time but the volatility in the price has been very confusing to me. Athough I have watched a lot of TH-cam videos about it but I still find it hard to understand
I thank Angela Phyllis Martins who has always been there to help me with detailed analysis and recommendations that I would not have had access to otherwise.
$510k and yet still counting on. Angela Phyllis is the kind of person one needs in his or her life to be honest
YES! That is exactly her name (Angela Phyllis Martins ). I saw her interview on CNN News and so many people highly recommended her and her trading skills.
Uh.... The only folks that don't get SS are those that did NOT out into SS.
If they did contribute, they should get a proportionate amount.
Yeah
WTF?!! If we put into the pot, we take from the pot. That’s crazy they had to fight for that
If you pay in, you should be able to cash out based on what you paid.
Thanks from a retired teacher with additional work to gain my 40 quarters. Due to WEP and other disqualifications. SS pays for my Medicare parts a and b. There is less than 125.00 left for me. I got my 40 quarters, though. Little pay for those quarters.
I think the reason that their SS payments are reduced is that during their employment, they are NOT paying FICA or Medicare because they pay into the alternate pension system INSTEAD of paying into Social Security. I experienced this during my State employment.
