I can get it turn off with the first step, but second step fails and just reboots the phone with a "PDP backup fail setup-wizard [FINISH]" instruction on the homescreen again. No matter what I do I can't get the recovery mode to pop. Note I've tried connected to my pc and my laptop.

I did everything as you showed on the Samsung S23, but the result is the same, it displays a graphical key. If you know the reason, then please answer. The phone was bought in Israel.

You can if you previously enabled "Remote unlock" on your phone, then went to samsung's Smart Things Find website, where you can unlock it from there
Otherwise, you will lose your data
