Otto is basically the definition of "I will sacrifice everything I have to achieve my goal no matter the cost and no matter what it takes" RESPECT
You know we captains all agree that otto is one helluva villain, proper motivations and proper plans, not reckless actions caused by emotions(mostly, he was impulsive at first, but he changed after a few hundred years) we all hate him, but admire his guts, he created a situation where he lost the war, but got the best of both worlds
Afaik, Otto originally tried to do the best in order to honour kallen, but over the decades and centuries, his mindset ended up becoming to try bringing her back. Unlike Mei, who had friends and companions to fall back on in a similar situation(If rescuing you is a sin, I'll gladly become a sinner), Otto only had Kallen and vice versa. So, in the end, he was only human.
Best to describe Otto is a magnificent bastard. The troupe he falls on/categorized isn't popular for nothing.
An interesting thing is that he is ultimately driven by emotions, Otto admits it himself. Now, I am not sure what the intricate relationship between emotions and reason looks like in his case, but there's definitely something there.
According to his chronicles video, his obsession is pretty justified. He made numerous honest attempts to move on and make the world a better place after Kallen's death, but eventually realised that none of that brings him any fulfillment, it turned out that there really was nothing left that would fill the emptiness within him, so he focused on the one and only thing that mattered to him
I’d like a guardian like Otto, it would be surprising and satisfying to see an Captain/Otto team-up in the Captainverse.

This reminded me of a theory that Otto knew everything that will happened after the 2nd eruption because Prometheus(fake will of Honkai) told him what a really is happening.
Otto accepting the role as villain in order to save Kallen in her own way, enhancing the chances of victory of humanity that her Kallen believed in till her end.
it's pretty much what happened, WOL (Prometheus) showed him what to do because it couldn't communicate with people at the time
Honestly, given the way how Otto did things, especially what he tells Kevin in Nagazora ("I wish to reach the imaginary tree" with kevin even saying "you know what will happen to you if you did that.") heavily implies he knew what his fate was and how everything would end.
Regression too kind of cements this idea, "personas played out on the stage". He lived his life playing the role of the villain/the clown and returned to his true self after losing to the main cast.

Otto is an incredible villain because he takes a normal thing some people do - being overcome with grief - and brings it to its most extreme end. Wishing someone you care about didn’t die, regretting it, and imagining how you could have prevented it is normal. Spending FIVE HUNDRED YEARS trying to undo it regardless of the cost is the domain of Fools and Monsters. And Otto was certainly both.

But he sure did put in the work, and his devotion to Kallen is admirable, if demented. Got his win, Kallen lives, but he doesn't get to be with her.

Also also Yes, He did everything he could just to keep Kallen alive. That also include destroy everything in his path, Stomp on god know how many lives, Told countless lie using countless deception and betray everything and everyone just to get there. That why it is "The most selfish thing one can do".

And only nearing the end, he mentions in his monologue that if he had realised that if he had just made allies rather than enemies(Speaking about the Herrscher of the Void), he would have more easily obtained what he had wanted without all the deception and risk, but he only noticed it too late.

I believe that we all agree completely that what he has done is inexcusable. What he did to get to this point is heinous, immoral, and villainy in the purest sense of the world. However, we can also agree that he fully deserved to have accomplished his goals against all odds. To love someone that fully and have a desire and ambition strong enough to save them from their fate is the pure definite of what it means to be human. As been said in every single Thus Spoke Apocalypse video, "We cannot condone his actions, but we can understand why he did the things he did."

Yeah man… For some unknown reason I just can’t hate Otto… maybe because Otto is like the Captain. Like a side of the Coin. Otto dream to be a Hero but because of his relationship with his family and a f*ked up system at the past he is forced to choose from bad to worse and now he became the one of the most memorable Villain in the game.
While the Captain is born on the modern times not wanting to be a hero but cared for all of the Valkyries and will die protecting them and because of that he is faced with a lot of challenges. And because of his actions if he is Lost someone will guide him/her to the path.
You ever wonder why Otto is so interested on Captain in the Captain-Verse? Well… because He is Him.
