This makes me think of the level, redesigned in a more labyrinthine layout for players to explore. Maybe an Ice Cap hub world from where the player could access the Acts?
I don't really like most of the Sonic 3 zones, but Ice Cap was the coolest , and that music made slogging through Marble Garden and Carnival Night all worth it.
