"Citizens Commission on Elections was formed in 2020 after several citizens bodies drew public attention to the lack of integrity of EVM voting and the ECI’s departure from neutrality. The committee is chaired by former Supreme Court judge Madan Lokur and has published the following report:
A. Due to the absence of End-to-End (E2E) verifiability, the present EVM/VVAPAT system is not verifiable and therefore is UNFIT FOR DEMOCRATIC ELECTIONS.
B. That an EVM has not yet been detected to have been hacked provides no guarantee that it cannot be hacked. Thus, elections must be conducted assuming that the EVMs may possibly be tampered with.
C. In practice, it may be necessary to test more EVMs than even what the civil society and the political parties demand (30% and 50% respectively) to ensure verification and reliable ascertainment of results.
D. There must be stringent pre-audit of the electronic vote count before the results are declared. The audit may in some cases - depending on the margin of victory - require a full manual counting of VVPAT slips.
E. The electronic voting system should be re-designed to be software and hardware independent in order to be verifiable or auditable"

All or Majority of your points are banking on 1 factor that Election Commission will be fair & safeguard the EVM. However what if the EC itself is acting biased & helping the ruling party out of fear/ corruption??
During 2019 election there were many many lapses done by BJP which EC preferred to ignore & give blind eye starting from namo TV to black box in modi helicopter, etc etc.

Secondly the % of EVMs that can be tampered (whether majority/all or just some) can be discussed later. The important discussion is whether any EVM (be it 1 out full lot) can be hacked or not?
This video states EVM cannot be hacked because EC is guarding it. My point is EC itself is biased and is liaising with BJP to do EVM tampering (eg of 2019 i have mentioned in my previous comment)

1) amethi is congress strong hold since generations. In 2014 kumar vishwas campaigns for many months against Congress, and Bjp candidate smrithi is announced only weeks before election. Yet in result you see smrithi giving tough competition to rahul, while kumar comes distant 3rd (my theory they swapped votes of kumar & smriti)
2) sp & bsp have strong holds in UP, 2012 sp won majority yet in 2014 they are almost routed to nonexistent & bjp gets 72 out of 80 (my theory this was pilot project of tampering by amit shah to replicate the success of gujarat where they won modi 3rd in 2013 by tampering)
3) in 2014 with anti incumbency towards Congress & pro development agenda by bjp they got 50% seats. In 2019 there was anti incumbency towards bjp & no development agenda (15 lac jumla) yet they get 70 % seat??? ( definitely suspicious)
4) Demonetization affected all people badly, specially farmers were worst affected yet in 2017 bjp gets absolute majority 70% seats (definitely evm rigging bcz there was an independent candidate receiving 0 votes? How can it be himself & his family would have voted for him)
5) 2015 AAP wins absolute majority in delhi yet 3 yrs later in municipal elections they are routed badly & irony is bjp wins majority, which is highly unrealistic because bjp was already ruling there for 10yrs & people were aware of their corruption. And the way people gave AAP chance in 2015 same way they would have given AAP chance in municipality. (my theory they used same evm that were used in UP 2017 which was tampered to give vote to bjp )

Why dont we do a randomized control trial on error with or without evm and statastically prove if there is a significant error. Let the results be published online and let this be done by eminent statasticians from around the world.
EC will never agree for that as it will expose their false claims regarding EVM reliability.

India is too democratic .... that is the problem....i want a entrance and eligibility test to be conducted for every candidate before he/she files his nomination as a mla/mp and another eligibility test before he/she takes up a particular portfolio. The result and the answer sheet should be made public on election commision website. The test should be conducted by prometric or any 3rd party testing agency so that people of the country are assured that the power goes into right hands. There should be a continious analysis and yearly work based appraisal and eligibility method to make sure that the election manifesto is being fulfilled. I hate speeches and talks...i just need credible verifiable results...statastics and various indicators should do the talking.

Summary:
-> Destination Unknown: No one knows which EVM is going where from the warehouse to the polling booth.
-> Control Unit and EVM are mandatory: Only when an office presses the button on his control unit and a green light flashes on the EVM, the voter can vote
-> Only one Ballot Machine can be connected to one Control Unit: A 5 metre cable is attached to Control Unit and Ballot Machine. If a control unit is attached to another ballot machine, it shows error.
-> Memory Chip : A single use programmable chip that cannot be overwritten has the votes stored
-> Time: Along with the vote the time is also noted so it was very hard to add extra votes after polling hours
-> After polling hours an officer presses the CLOSE button and no more votes can be added.
-> After CLOSE button is pressed a receipt is printed in which all officials sign on it then Put it in the EVM and seal it. *If* a malfunction occurs the ECI call the officers for questioning.
-> No Online Connectivity: Their is no Internet, USB, Bluetooth, etc connectivity so malicious code is impossible
-> Sealed trucks with police escorts help transport the EVM to the polling booth.
-> Before elections they are put in sealed rooms which are guarded by Army Jawaans and before election overseen by all party representatives.
-> Media glare: All this is done under Media glare, news channels and party representatives.
-> VVPAT- Voter Verifiable Paper Audit Trail: When a vote is cast a VVPAT machine displays the party candidate name to the voter for 7 seconds after which the paper is stored in a sealed box in VVPAT itself. After elections these paper ballots can be cross-checked with the machine’s votes
**HOW IT CAN BE HACKED**
-> Adding a Bluetooth enabled processor instead of the sealed memory chip.
-> Changing the display with another which shows a false number.
**WHY THIS IS NOT VALID POINT’s**
-> The above points are technically possible but doing it to thousands of EVM’s without getting caught is impossible.
-> Technically we already have a Paper Ballot system thanks to VVPAT
-> When Paper Ballot was used Vote Mafia and Booth Capturing was very common.

Then let election commission give permission to count all vvpat slips and tally with number of votes. Why only few slips are counted?
In case of dispute this is permitted. In Mumbai Assembly elections when one candidate from my nearby constituency lost by some 409 votes, all vvpat slips were tallied and result was upheld

one more technical addition sir... if you try to remove the chip from EVM the whole EVM becomes INOPERATIVE... because it has destruction programme.. so we cannot change the chip too...even if one can change the chip by any means the ballot unit will show ERROR display.. kudos to Mr.sujatha sir who invent this EVM machine...

in Andhra Pradesh voting was paused in many places due to evms error like u vote one party and it displays other and voting was done till midnight

In 2019 more than 20lac evms were manufactured by ECIL but only 10lac are shown as purchased by EC, the other 10lac are missing from the records.
My theory is this bogus 10lac machines were replaced with original EVM (used in voting) this giving 3/4th majority to one party BJP after many many years. Which is very surprising bcz in 2014 there was anti-incumbancy on congress and pro development campaigning by BJp stil they just received 50% seats., whereas in 2019 there was anti-incumbancy on bjp & no development campaign still they get 70% seats? EVMs are not hacked, but votes are hacked. One recent video shows a women standing in the polling booth, holding the hand of the village voters and pressing the button herself in WB. Everything is in the hands of those polling officers and agents.

Jak 2 things:
1. All parties representatives are there at time of counting and VVPAT tally, not just EC staff. In fact they even follow the EVM van from polling booth to godown. Home Guards guard ballot boxes in warehouse, not EC staff

1) i think you have not carefully read my comment, evm are being replaced before the counting day with help from EC. So even though counting is done in front of all party the results are changed, also only 5% vvpat is being tallied that too after the evm results of landslide bjp victory is out (so the opposition looses all morale)

An digital circuit (electronic chip)can be inserted ,which negates the output .
BTW these circuits are taught in all circuit branches in engineering colleges in India, and it is not a big deal to design this chips....

@@BisboWorld if hacking it before the vote is impossible why where evm machines confiscated inside the hotel of a bjp member before MP polls, even though the election officers claimed the EVMs where part of reserve pool don't you think it strange for the officers to dodge government accomodation for private ones when they have with them an integral object which decides the fate of who governs whom?
Shouldn't we atleast give the issue the benefit of doubt.
I'm not saying the EVMs were hacked but how can anyone guarantee that one electronic machine can never be hacked?
Everybody should understand technology can always be hacked given time. it's not necessary to hack every EVMs, just the constituencies where one is bound to fail.
I am sorry to say this, but you actually mislead the viewrs when you showed America to have electronic voting methods, they do have it by means of email or fax where the voter is given a ballot form and they return it by email or fax. Even that is given as an alternate method for those who are not able to physically present before the paper ballot counter. You should have elaborated on that because although America is all for technology whem it comes to elections they always prefer ballot papers because they know any technology can be hacked.
Heck they were too afraid to create a card like Aadhar for they knew someone will be able to hack the database, they where afraid of the consequences for a mass leakage of demographic and biometric datas.
