The Cypher can't shoot to the unit manowars in the back, cause he was in melee with the unit of manowars in front of him. Then this -2SPD was not in that unit and the jack...

Ciphers do have the Gunfighter model advantage, allowing them to make ranged attacks while engaged and target models that are engaging it.

I think Sikora can only desperate pace a unit, she cannot target solos with this ability.

Just checked the rules for Sikora's Desperate Pace and you are correct! She can target a Man-O-War unit.
