I found that if I screw down the bolt it will self-center, and then I can tack the nut down. I use JB Weld, but welding it is probably better. Thanks!

how did you grind down the bolt to make a cone shape that was symetrical?
actually, one could use just 3 points to center it rather than going around the whole bolt to make it coned.
But cool trick. Thank you for the demo.

Yeah 3 points would have worked fine. I laid a bead of weld under the head of bolt and then used my 4 inch angle grinder to shape it till it fit.
