It is relatively safe but it isnt recommended to give out your ip to random people as it can be a security issue. If you have a VPS or Dedicated server you can give that out with less security risks

If you give out your ip to do F8 > Connect IP:PORT then yes. if you port forward 30110 it will appear in the server listings
