yeah its stuff like this that steers me away from PvP, because the devs are too delusional to balance the game properly and nerfs in PvP affect the PvE players too, where most of the player base is. If they are gonna keep the damage cap so low, they need to increase the base damage of all storm cards because ain't no way i would pick storm in PvP (my main) who dies if you breath on it VS death which can nearly outdamage it and heal itself with more HP and resist.
You're getting it from storm owl being 1500 damage base, and Bunyip being like 1.5x the damage of every other Wallaru AOE, and not getting a lower damage cap on any dual-schooling in advance combat.
Balance got their 4 pips removed or nerfed in pvp, most schools that actually took advantage of pack tcs like everburn got nerfed for the better. Storm in the meta we are in is way better than previously. Triton a 6 pip max tier which isnt hard to get anymore is 920, kraken tc is what 605-665 for 4 pips storm owl base tier 1 on a balance 72 res w a brace no buffs, crit and no block does around 4k dmg, rasulka open hit on the same balance with 75 res thru a brace still does 4k

The base damage of each hit is what he's referring to primarily. Storms is quite a bit higher.
Death does 5% less damage than storm while having like 25% more resist and an extra 2k health come on now
