For some reason, the authorities don't seem to want to discuss why and when the developments were approved in the first place. They seem especially unwilling to discuss those slope failures that were confined to cut-and-fill type developments/areas and their approved final, as-built, grading plans and specifications/professional reports of record (to which anyone should have access--investigative reporters please report). Rolling Hills?
