How long would it take to cure before redrilling with weather at 60s/40s

good but a bit brief. Should there be some kind of plate the other side?

No just washers that's outer diameter is bigger than the epoxy plug diameter that you filled in. you don't need to do it like this either as I find this way uses a lot of epoxy. All you really need to do is drill the hole completely out with a drill bit maybe 5mm bigger than the original hole, get some peel ply and cut it into small squares that just about cover the holes you just drilled, then you cut up some masking or painters tape (3M blue spray painters tape is the best) so the small peel ply pieces you cut up stick inside the tape like a the soft spongey bit in a skin plaster, basically make a plaster that you would put on a cut if that makes sense. Then you stick those epoxy plasters on the bottom of each hole making sure it's sealed up. Pour or inject the epoxy in slowly at one side of the hole so the air can get out the hole (try not to flood the hole as it traps air in) ideally for a super flush finish you would slightly overpour/inject so the epoxy was like a dome shape at the top of each hole ever so slightly overfilled. Get some loose peel ply and lay them over the top softly.
The secret to peel ply is to cut it neatly, don't use any more than you need and keep it flat don't let it wrinkle up or you will see it in the finish and need to sand it back. If its perfectly flat and you apply it right after you epoxy then the finish is unbelievable its always flush and you barely need to sand at all as there is zero mess and impossible for their to be voids in the epoxy as gravity combined with the peel plys ability to let air out but not the epoxy, that guarantees a perfect plug or hole fix ever time. Once you try this method you will never use any other as its so clean and on the final re-drill you are going be fully drilling into epoxy rather than through gellcoat, glass matting or chop strands so basically giving you a super clean install and the coring is so far out the equasion that you will expect it to last 50yr with no issues.
      Hope this helps.

How do I make or buy a "bent nail" drill bit like in your video?

Chuck an Allen key into your drill. Cut the tail short if you prefer.

Yeah a full drill out and an epoxy plug poured/injected in with peel ply taped to the underside of the holes is really how it's done. This way In the vid is still a correct way but from what I've seen on the racing boats the problem is the plug delaminates slightly on the inside of the original skin and let's water into the core eventually. Much better to just fully drill out, fully plug then redrill.
