What I hear is Ben Burtt trying to emulate the sounds of a Road Runner cartoon. And it works. Treg Brown was one of his inspirations. You can see George Lucas' love for cars (he used to pursue his dream of being a racecar driver until he suffered a near fatal accident) throughout Star Wars. Luke with his landspeeder, Han flying and fixing the Millenium Falcon, the Death Star trench run, the chase on the asteroid field, the podrace sequence, the Varactyl chase, the speeder pursuit on Corusant, and the speeder bike chase (the most impressive with as there is just sound design, no music).
I get an immediate image in my head of a TwinTurbo-Charger setup applied to a Japanese or Italian Sport Bike or a T-REX 1400. Just going FULL BORE down a highway. The spooling up and the noise and the wind WHIPPING past. Hanging on for absolute dear life because you're going fast enough to see the broken passing line become one solid streak. Knowing full well that the sounds are actually sped up WW2 fighter planes like the P51 Mustang and the P38 Lightning, it kind of grounds the illusion, but still. It's a piece of Audio and SFX Genius.
Electric motorcycles that are coming out often require to play some sort of sound to let people know you are coming so it isn't totally silent. They could have something to make it sound just like a star wars speeder. I'd be surprised if they don't already have exactly that.
