I can't hate on teams doing the lateral play when they're down and the clock is at 0:00 even if the lateral play goes badly. You have to try to do something when you're in that situation. What else are you supposed to do? Just give up? Obviously the situation the Pats were in was stupid because the game was tied. But when you're losing, you have to throw the ball around.
And with the Pats, I don't think they were even trying for a lateral play. Rhamondre Stephenson wasn't supposed to give it to Meyers, so literally no one else on the field, least of all Mac Jones, had any idea the play was going to go that way.

In short, yes, as long as it is a scrimmage play and the kicker does not advance beyond the line of scrimmage before attempting the kick.
