Reporter looked like the adult version of Penny from Inspector Gadget grown up. But, how in the h3ll does it take a year and getting shot to "de-escalate" anything? There is no logic behind the process. Any day in the year the reports had been coming in, someone with a little sense (apparently more than anyone in the local PD), could have stepped in or interceded in the situation and found out what was really going on, instead of hiding behind "We were attempting to de-escalate a situation in a residential neighborhood".
