It's actually abnormal how LITTLE that (Most) of the rest of the world puts into their military compared to historical norms. The USA just has such a large economy that 3.4% of it is still a large amount. That, and lots of media attention. As context, Up to 44% was used during Total Warfare in WW2 and height of the Cold War was 14% So really. 3.4% is almost nothing.
