is there an easy way to move the clip then skip forward a frame without selecting the clip to transform, because then when I use the arrow keys to move forward it just transforms the subject?
This is the easiest way in my opinion, but you can do it differently if you prefer, will take more time though, like manually adjusting the X Y values instead of dragging the indicator

also i wanted to ask why you didnt use motion[scale and position] and used transform (rather than it has motion blur)
Mainly because it has motion blur option, otherwise it's the same
I can add more context. Transform is also SAFER...I once made a keyframe animation using motion and it crashes in rendering constantly. Do it with transform and it works fine.
This most comes when you un-uniform scaling though. But I do recommend animating with transform over Motion. As motion is just good for simpler motions , while transform for some reason is better for more advanced motions. (including motion blur)
I do not see show ruler on premiere pro 2017.. what's your version?
It was 2023 version by the time I recorded this tutorial

No, it's not possible in premiere pro, if you have after effects, I've got a video on that too😁
