3D Building GROW EFFECT - Premiere Pro Tutorial [Benn TK]

In this tutorial, I have tried to recreate the famous Benn TK 3D building or Effiel tower grow/rise effect inside the adobe premiere pro, mostly this effect takes place inside after effects but I'll show you the easiest way to do this animation in Premiere pro.

Can someone clear my doubt? When masking, we can either show the content behind a photo or show the overlay on the mask region? Am I correct? Also in this video at 5.30, the bottom part of the tower is the overlay [V3 region], so when we mask that V3 segment without including the bottom part, the bottom part disappears, but when moved within the mask region, it would reappear. I don't know whether I am properly communicating my doubt.
