Are there legal ramifications? Doesn't the purchasing country checks / self maintains configuration for any such purchases?

All the major countries name name their important weapons after their great soldiers. Like in the USA- Patton tanks, Sherman tanks , Nimitz Aircraft carrier , in Israel Uzi rifle etc etc. But India does not name its weapons after our great soldiers. We could name Brahmos , Agni . Prithvi INSAS rifle , INS Vikrant , INS Tushil and others after our valiant soldiers.

Indian navy already operates 6 frigates of the same class so no further training required, cheaper compared to indian made latest frigates
Also, indo-russia cooperation, diplomacy etc.
