Since Dholera is a green field city, that too under development with negligible current population, we don't exactly know how fast its demands are going to grow. So as of now, it is best to build infrastructure according to the needs of present and near future (10-12 years) only. Metro coaches cannot be used as local train coaches because of the less seating capacity the provide. Local trains mostly travel the one way journey anywhere between 1-2:30 hrs and sometimes even for 3 long hrs and Metro are maximum for 40-60 mins. So seating capacity is a big issue. Also for such long distance, you require the trains to travel at high speeds for longer time, for this we require machines with more powerful motors which metros lack.
Regarding Trains and EMU, 1. Cost is the important factor :- Making EMUs are more costly than making Normal train, so EMU options are only viable when you operate in the places where passenger density is more, and comfort is taken as secondary option. SL coach can have 80-100 passenger per coach in comparatively comfortable way whereas emu train can have 100-200 passengers but with zero comfort. 2. Lack of space:- Generally In EMU of 12 cars we have 4 sets of 3 cars each. Out of 3 cars(A,B,C) middle car (car B) 33% space is taken by the traction machines placed for generating traction. So for every 3 sets i.e. 9 coaches we can can consider 1 coach equivalent space is taken by these equipments. For Express of 24 coaches around 2.6 coaches are wasted. It's better to have one locomotive to pull 24 coaches rather than wasting 2.6 coaches in electrical units. 3. Traction equipment are placed normally in the middle coach each set of electrical unit. So the coach to coach connectivity is not possible in emu train which adds to another discomfort.

A) pods are inefficient af, people put up pods on renders because they look cooler and more futuristic than metro but pods are nothing but over glorified cars- have small capacity, increase traffic substancially, increase risk of accidents, less environment friendly and prone to breakdowns. They have no real advantage over regular mass transit B) trams are being revived as metrolite. Considering how disciplined drivers are in India, mantaining decent average speed on roads would be near impossible task for trams

We cannot increase the train length of metro rai as er we want. This is mainly because with this we also need to increase the length of tracks and their accesories in Metro yard and also station length. Both of the them are very costly process and practically impossible. For eg to increase station length we have to build the bridge to cover extended region which requires new land acquisition, and also big time blocks are needed to be included on metro route so that the station can be safely built
