Unlike Sushi Go where all actions are simultaneous, only the rolling is simultaneous in Sushi Roll. After the dice are rolled, each player completes their selection in turn order. So, the first player plays their chopsticks, takes a die off someone else's conveyor, puts it onto their conveyor, and then makes a choice to move a die from their conveyor to their tray - this could be the die they took with chopsticks, but could be another die. If the first player moved the chopsticked-die to their tray, then it would not be available for the second player to take with chopsticks because it is no longer on a conveyor. There is no collision between both players using chopsticks. Make sure you start each round with the player who has the red conveyor.
