Probably because Blumenfeld is Ukrainian and not Russian. I've listened to a fair amount of Ukrainian composers (Blumenfeld, Kosenko, Bortkiewicz, Roslavets, etc...), and none are at least performed commonly in the US; but all are in my opinion, incredibly good.
Because honestly, Blumenfeld along with many other composers such as Arensky, Bortkiewicz etc. are not as original and groundbreaking as Rachmaninoff, Scriabin, Tchaikovsky etc. hence is why they will never make it to standard rep. Don't get me wrong, I love a lot of these underrated composers' works, but it's just the unfortunate reality of things.
The last remarks: disperato - deciso. Maybe like a hesitations before suicide. I strongly recommend the Vladimir Belov's performance of this piece. Belov was one of the last pupils of Blumenfeld and edited his compositions.

I discovered this piece through this channel. Although someone can feel it is risky to play such unknown music, I can say it's the piece that has given me better results with audience and in exams. For me...rachmaninoff wrote some pieces I like...love...but Blumenfeld is way more consistent in beauty and expression.
