I think whats so impressive about Meridiths penguin is he had nothing to base his performance on. This was how he imagined in his own mind the Penguin acting. Burgess meridith did a fantastic job as penguin best villian in the series by far. The rest where just silly. Not a real threat to batman

I’d say Catwoman was a considerable threat, both Julie Newmar and Eartha Kitt (and Lee Meriwether for that matter). But yes, I agree about Burgess Meredith. He really was the best Penguin.
