Then Brian Gewirtz became his writer & was later hired onto the WWF creative team for a few years. If Russo and Ferrara did something as important as writing The Rock’s promos, they would definitely talk about it. They still to this day discuss their work during the attitude era through podcasts and interviews yet they never mentioned it even when they were talking about The Rock. I think people who think Rock was trying to bury Billy's push with that promo are just working themselves into a shoot.
Billy said himself he wasn't the best promo. The only thing Billy did wrong was be a midcarder trying to move up the card into one of the most stacked main event level rosters in the history of wrestling. You had to be a truly complete performer to have a chance at that level, because if you couldn't hang with Rock in a promo, you sure as hell weren't gonna make it against Stone Cold or Triple H. Everybody in that main event echelon back then had a full grasp of the business, they knew how to work in the ring and on the mic, if you couldn't do both, you weren't ready yet.
It's not like that promo was particularly malicious, it was just a great Rock promo to throw on the pile of great Rock promos. If one Rock promo is enough to bury you, you are probably already laying in the hole waiting for him to throw dirt on you anyway.

Billy always have and will be a fan. But that was what was supposed to have happen. They (Vince) wanted Rock to crush your heat. HE was the new face after Stone Cold. The Rock cut an even better promo on Billy Gunn going into that match. They never show it and I can't find it anywhere. The Rock sounded a bit angrier and was more personal. He basically was upset at Vince for booking a match against Billy Gunn. Yeah I feel him here. Because his 'feud' with The Rock sucked largely due to just not booking Billy Gunn in a way where the audience could take him seriously. It didn't do anyone any favors, including The Rock making Gunn look as weak as they did.
