I remeber here when I was a kid in the game cafés here in Brazil, if anyone picked Rugal literally everyone around would pause their own games to cheer against the Rugal player. There was no real "ban", but the social pressure was always there.
I knew a little bar with a janky magic plus arcade and a sign "if you pick rugal you gonna get stabbed". And you know by the smell of cachaça in the air that sign has a story behind it.
Loving the KoF content with and the love the pronunciation of "Prohibido jugar con Rugal". Personally, finding Rugal pretty fun and just happy to see him return.
For now, the only reason i could see him getting banned is for his climax glitch where the opponent gets stuck and even the Rugal player can't hit him. That and of course, playing with his boss version through mods, but for everything else, he seems good to go

6:20 as a mexican hearing that made me feel weird, i know this is a new gen fighting game and the devs are better at balancing their games but hearing rugal and the word fair is ehhhhhh strange.
Rugal seems like a really good character to play as. I see what you mean about some of his struggles though. I'm not as familiar with KOF characters but seeing you play as some of them like Clark is pretty eye opening. I hope to build up enough skills to do some ranked matches.
As someone who just started playing KoF 2002 Magic Plus on Fightcade, the differences between that game's version of Rugal and this one are night and day. He can literally ToD combo you from mid-screen with just 2 bars. Reppuken and Kaiser Wave are insanely fast. The light version of Genocide Cuter is completely safe. And the heavy version of Genocide Cutter can transition into his ToD combo.

He was not playable in vanilla 2002. The one he's in is the Magic Plus version. And like the memes say, he is absurdly strong. Has a super easy mid-screen ToD combo with only 2 bars.
His inconsistency is my main issue with him, I've almost stopped using his command normal just cuz it whiffs alot. his 2A and 2C have terrible range so they also whiff alot, like i'll get 2B and try to link it to 2A and it'll whiff unless I'm in their ass, also his crumple move 236BD whiffs from further ranges as well. Just a frustrating character to get good with as he's got so much that'll take getting used to.
His eye laser is always plus no matter what and that opens a lot of potential for linking as well as keeping him safe cause if you hit the opponent and cancel into eye laser it will hit them so it's good for ending block strings
You have to have in mind that 2002 rugal(the one who inspired the meme), could juggle with his (safe)light lp. And that can be chained into anything, even another light dp. So if you jumped like a idiot, he will light dp, and then a full combo.

to me, the biggest problems are Beth and Vanessa both of their combo pieces move them forward, so one touch, and even without the need of burn meters, they can carry you to the corner
Yea he's definitely not OP, he seems OK, nothing really too crazy. I do wish they would have let him keep his Kaiser Wave. I'm not too fond of the new Violent Ray fireball.

It isn't that good because of how expensive it is. But they could ban just that glitch like what they do in MVC2. Things like Ruby Hearts glitch.
