A friend of mine who died some years ago always played with rugal because he was his favorite character he was a really pain un the ass but was a real challenge to beat him he could be very happy to see his fav char in the new kof.

Si hubiera torneo solo elimina 6 ya incluido Rugal. Solo para balancear. Pero, no falta que 1 esta iguala a los ataques de Rugal y no está excluido. Si se puede jugar en torneo.

To put it in not so offensive words, we say something like "whoever chooses Rugal is a pu--y" and that rule has been a thing since, at least, in my elementary days, which that was exactly 20 years ago
For people thinking Rugal wasn't balanced before, he sorta was, but in two very specific versions. In KOF '98 (arcade original) his selectable non-omega version was pretty clean and fair, Genocide Cutter was scary but not as panic inducing and his Kaiser Wave wasn't as quick as in '02 UM (where it's almost a 1 frame), and surprisingly, i remember that Rugal was very mid in NeoWave (PS2), where most of his moves were nerfed to the point of being just a big body.
He was also at best mid-tier in CVS2. For some god forsaken reason, Genocide Cutter had only lower body invincibility in that game, making it practically worthless for anything expect maybe blowing through fake low blockstrings. I can't actually think of any tournament legal version of Rugal that's better than mid mid-tier. It will be interesting to see how he fares in XV.
I just can't wait for the Rugal legacy boss rages, people will learn why Mexico had the "prohibito a jugar con Rugal" signs all over the arcades over there in the 90s.
Funny Trivia - When Capcom made CvS1 & 2, Capcom thought the name "Genocide Cutter" would offend some ppl outside Japan, so just for the global version they renamed the move to "Destroyer Cutter" and removed Rugal's voice shouting out the move name. And SNK doesn't give a F and changes nothing.

after watching the stream I fired up and tryed ut the "CPU from Hell" myself and, you were absolutly right, a full team is more then capable to take him down easely, heck I mannaged it on my first try, needless to say I was mildly dissapointed. no wonder you tryed to take him down with just 1 character. AND actually succeeded!
I think the problem is that SNK tried to make a gaming mode that was challenging, but also possible for casuals to beat, since there were a stage, music and outfit to be unlocked by it.

it's part of the Mexican SNK culture, Rugal is perma-banned there because he's that broken, and if you were caught playing with him you'd be pegged as a n00b. i'm not sure about the rest of Latin America though - here in Brazil there was no such restriction, and the pros often pick him, the Awakened Orochi team, and Iori (both normal and Riot of the Blood).
In Bolivia, Rugal in KOF 2002 wasn't banned perse, but whenever any player chose him, it was hatred-tantrum throw at that player that played as Rugal there...so hilarious those good days in the almost dissapeared Arcades. Good times indeed lol
Rugal, even at his hardest, is easy to beat. But I'm afraid that SNK is listening, they will buff the shit out of Rugal and, most likely, the next wave of bosses. God help us all if Igniz or Magaki show up.
I feel like his speed and damage are great for a boss mode, his AI is fine but could be better. One problem made him fell so easy is his HP drops way too quick for a boss, and doesn't even heal back when he KO'd a character like it should. Ramp up is AI a bit (CPU from hell, as they advertised), buff his HP (maybe like in 2002UM) and heal him back when he wins a round like normal.
I think KrispyKaiser (one of the guys at SNK) was in chat when he saw Max do the Boss Challenge, so who knows if SNK'll ramp up Rugal in response to the feedback

What I kept thinking is regarding the lack of boss difficulty was, that with the damage you can do from one climax combo, he just doesn’t have enough health to survive modern KOF supers. One hit confirm with a little meter and he’s dead. Healing between rounds would have helped too.
Also, can't wait for Orochi Leona/Iori mini bosses and grant us that 98' nostalgia. I can imagine them going berserk and jumping everywhere as if a little kid just inhaled a bag of sugar.
I was really disappointed with how easy he was. I was able to beat him only after two tries. He’s a far cry from his classic versions in terms of difficulty. Once they add more bosses to “boss mode” they really need to crank up the difficulty.
I think it's so they can do an arena/boss rush thing after more bosses are added, where maybe your Health doesn't regen or your KOd teammates don't resurrect between fights. But he still needs a HP buff tho.

In the arcades here in Brazil I never saw any sign saying you were not allowed to play with Rugal. We played him just fine against the machine, but during duels with other people it was an unwritten rule that chosing him was a no no.
Wish he had that crazy stomp super from his Boss Mode variant..sure it'd be nerfed to hell but it'd still be cool for him to have as a base move...unless that thing is a hidden command move that ain't listed, which KOF normally doesn't do so I doubt he has it. Thing does as much damage as his CLIMAX super does in his base form...Also..my first thought at seeing that final alt color for both costumes was "Max is in the game now"

His gameplay style from before? He basically just stood there and then did Genocide Cutter to counter from across the screen whenever you did ANYTHING.
