I use FreeCAD sketch for dimensionally accurate/proportional line drawings, export as SVG and import the into Inkscape for annotation etc. I've not (yet) used KiCAD's Image Converter tool as the File->Import->Graphics will create a silkscreen image (but not a footprint) from Inkscape's .svg file. The image can be scaled on import and then dragged around like any other silkscreen,
