It says in the beginning of the video for Perilous moons. If you watch the video and not skip parts of it, you'll be rewarded with what you are talking about.
blessing bones and turning them into shards is technically the fastest, but Perilous Moons is very fast as well. Greenlogging it should net you roughly 1m prayer exp assuming you go average droprates. Mining it within the city is nice and afk, but it's not a LOT of exp/h.
Yeah but the amount you gain from rumors isn't substantial enough to amount to even 10k xp/h, so I just didn't include it. (Mining is also giga slow, but it's passive)
Finish Children of the sun, and Twilights promise. Start Perilous moons, you dont need to finish it but, it's a really good boss so if you have the stats to do it you should try it =]

All shards are already blessed, if you want to make more manually you bless bones and use a chisel on them to make more shards =]

Yes! you receive 1 exp less per shard (100 for a turn in) if you don't use the splinter.
