I guess the people who own that race track, didn’t have any rules or regulations in where not to sit for their own safety. It doesn’t look like a couple of them were either badly injured or lost their life. That was just scary to watch that so suddenly.
I believe it’s a rally event so it’s a closed course but a long stretch of road where they can’t very easily police the crowds. The race marshals usually drive through in the morning before the stage starts and at least try to make people move to the inside of the corners and not the outside, but the people often want to get as close to the cars going past as possible and ignore the race officials. If you those people are nuts check out some Group B rally events from the 1970’s, the drivers would be driving between crowds with inches to spare going 80 mph.
At least the dog at 4.33 has the awareness to get out of the way. But it was understandable not happy after the incident, as it's tail stopped wagging. But it was safe.

Rally car going to the ditch is the perfect example of what ABSs goal is : it's not about braking shorter like most people think. It's about you keeping your steering abilities while braking. WOUld he had had ABS his car would have turned and avoided the ditch.

More than once have seen the multi-car crash actually happen ahead that I was close to just moments before.
