I don't think there is such a thing, cuz you cant take off the oxidized layer from a metal by high frequency sound waves. and if you remove the layer by force by like scrubbing and shit. I think that would just damage the computer chip

You are quite right. In this video, the first time we adding power is to confirm the malfunction of logic board. Normally for water damaged phone, we need to clean the board first.

Also didn't remove the shields to check for water damage under them first before adding power to a know water damaged phone

Sometimes the faults are related to signal circuit but not power supply circuit.
Yes you can check signal lines with multimeter as well in diode mode.
