Though you go Choice Specs with Flamethrower, Earth Power, Psyshock and Draco Meteor (Psyshock because Blissey) and it will 1 shot Iron Hands with 1 draco. Also Corvi will also sit on that build to
Steel ghost is arguably the best type for this pseudo legend if we incorporate any two types from all the pseudos (in this case, H goodra and dragapult) Steel ghost is insane, 3 immunities, only 4 weaknesses, a million resistances, and an incredible stab combination, with no one type resisitng its entire stab combination, also, if we consider the past two steel/ghost pokemon, aegislash and gholdengo, from their success we can see that the type is incredible (granted there’s more to their success than typing alone but it is still a significant factor)
I will say, depending on the type of pokemon you want it to be, different type combos could be much better or worse. Due to its high speed, its defensive capabilities are less important, seeing as it will be hit less. So in terms of a type combo that gives the best offensive stab coverage, it goes to fighting/ice The optimal coverage overall is fighting/ice/ground/electric, hitting the most pokemon super effectively, while only really not being able to hit shedinja.
If they can mix and match between legendaries, Ghost/Steel might be the best overall. Ghost has excellent offensive coverage, only being weak against dark and normal (which strong normal types being very rare) both of which it can cover with Kommo-O's fighting coverage moves, and defensively, it turns Steel's fighting weakness into an immunity. Plus since it also gets to an ability, it can take Hydreigon's levitate and negate steel's ground resistance, making it only weak to dark/ghost (almost never seen as non-STAB coverage)/fire, while having four immunities, steel's resistances and ghost's immunity to trapping so that in nat dex, a random Wobuffet doesn't ruin its day (It's obviously going to be an Ubers/AG pokemon).
The funny thing is, counting megas doesn't even change the composition or buff the stats too much. Baxcalibur and Garchomp (now mega) switch places for HP=115 and ATK=170, then defense is buffed to 150, but stays with (mega) Metagross. SpA, SpD, and Spd are unchanged, so BST only goes up by 54. As for ability, while there are so many good ones among the pseudos, I think if the typing is Dragon/Steel, Levitate wins easily, since it leaves a pokemon with only one 2x weakness to Fighting while adding a Ground immunity to the Poison immunity granted by Steel.
If you instead also pulled from the Mega's as well then the best options would be as follows; HP - 115 - Baxcalibur Attack - 170 - Mega Garchomp Defense - 150 - Mega TTar / Mega Metagross Sp Attack - 125 - Hydreigon / Archaludon Sp Defense - 150 - Goodra / H.Goodra Speed - 142 - Dragapult BST - 852 I included Archaludon as a Pseudo because it does meet the BST requirement of 600, but even if you dont include it, it does tie with Hydreigon for SpAttack
