Could make it so Zombies get "mutated" everytime a boss dies, so get some defence but an extra ability, for instance once king slime gets defeated every 50 damage a zombie takes, they spawn a blue slime. Or when Skeletron is defeated, once a Zombie dies they explode into a shower of bones that damages the survivors.
That'd be a pretty terrible idea since zombies are immune to enemy damage. They can already infinitely farm every boss with ease. They already did exactly that to get Brain gear way before every other player to get a head-start.
Maybe movement speed instead of defense? Stacking defense could really get out of hand and stacking movespeed would make traveling in groups more worthwhile
Allowing zombies to teleport to each other is a really cool idea but make sure to add a cooldown. This way attacks will have to be more group coordinated. And it would also happen to function like waves of zombie hoards. Less sure about this idea but maybe zombies could be a sort of glass cannon build. Not sure if there would be balancing issues tho. A suggestion I have would be, instead of respawning at their last bed, zombie would spawn in certain zone (graveyards) and wouldn't able to change their spawn outside of one, it would avoid player to not being able to use a recall and find themselves with every zombies on them on the spawn. But zombies could also take advantage of these graveyards and be able to tp between them (like the thing that npc sells) to help zombies move in the world
I'm Jack Sparrow in this video here, and I have to agree, zombies felt really underpowered. No defense honestly made us die in like 3 hits, and without good movement the entire event was spent running from place to place slowly trying to find anyone, and when we did we got instantly killed having to run back again. And like 2 people had hermes boots overall.
Maybe they should modify loot tables to there are two primary slots aka twice the chance for boots in every chest. Really it should depend on how many people are in the world like if there are 30-40 people maybe there needs to be 3 primary slots! It will make it so the first people get geared up quick sure but also means there will be plenty of left over loot to quickly swipe up from your team members
As far as making zombies, a little bit more viable in late hard mode, you could have their defense scale with the number of bosses that have been defeated. Kind of how boss checklist keeps track of which bosses have been killed, using a system like that you could make it automatically reduces the limit on defense or just gives them a set amount of defense, depending on those bosses taken out.
So I just want to pitch in. Accs: An item named: Zombie sense. It periodically pings the location of players in a certain radius. Like sound. steps. etc. It doesn't give out their precise location but a ping of a player based noise in that direction. Horde charm: An easily made accesoire that with more players around (zombie exclusive ofc) increases the stats per zombie in a decent radius (to encourage horde behaviour). So 1 zombie is 1 def and such. while 10 zombies would surmount to 10 defense and other stats. this counts to also DR, damage, movement. Making them more dangerous in a horde. Acc named The hunger: An acc that increases movement speed when far away from survivors. So that zombies can search a bit easier and make it more apparent threat then them being...just searching for to long. combining with zombie sense you could find players faster. Also increases pickaxe speed if need be. Once they are sufficiently close this bonus gets removed. A special only one zombie has: Patient Zero. This zombie is the starter. He gets it either later or upon death. But its always the first one. This accesoire will increase the danger. Its the leading zombie of course. The more join his cause the stronger this particular zombie becomes. Its the elite unit so to say. The more survivors have died the stronger this zombies becomes. its the lead unit. Survivor: Radar: A usable item that shows zombies in a large radius around the target. Its mainly to see if they are in danger. Its not to hard to make. Chameleon cloak. if they stand still long enough they might be able to escape an encounter. Its an acc and a very rare item. But they can use it to avoid encounter. One can radar ping and then stand still long enough to be fully invisible. Potion effects like shine will still announce their position. Survivors Gambit: This is a consumable item that will announce their location for its duration. However if they manage to survive for the entire duration they will gain a permanent boost to their stats. Its in a sense a high risk high reward. This is an item that can only be made after skeletron is defeated as it requires bones at LEAST to be made to allow for this to be more dangerous. A special item given only to the LAST survivor: Upon the second to last death. If the last survivor managed to survive or is alone (he gets it regardless but you know can die during a horde attack) they get the item. Tattered cape and dog tags. This item shows a cape on the character which can be hidden of course. Tooltip: "Its a strange feeling but I think I am the last one left. Is it hopeless? No... There is one goal. With this last hope. I will pull through" Named: Last hope. This item allows the last survivor to become stronger then normal. As the final unit as there is also an equally powerful zombie. This survivor gets a boost depending on the amount of survivors have died. The seasoned survivor against the horde to come. Both of these will have a hard cap of course to their stat increases so to not make only these 2 the final fight. As the horde charm increases strength of all other zombies this allows this final survivor to put up a ffight despite the hordes' strength. A final epic confrontation can be done with this. Either during a boss fight or before one if they are found. ...just idea's.
Zombie's defense should increase with boss kill count. Maybe not to match progression, but enough to matter. If the WoF dies, maybe provide a max of 30 defense?

not sure there really is a way to perfectly balance zombies, especially with varying horde sizes. I saw the idea of boss mutations suggested, but then comes the question of how that works alongside zombie's hostile mob immunity. Is it based off humans killing bosses, and how do you check for that when it was your own idea to siphon a treasure bag off a zombie boss fight? Maybe zombies start with no defense, but get a percentage returned for every boss alongside some slight pierce? 20% defense returned per boss killed by humans might work; 0 defense pre-boss, 20% of listed armor value after eye, 40% after eye and world evil, 60% when skeletron is added to the list, 80% with queen bee, 100% with deerclops, but alongside this change, zombies are no longer immune to wall contact specifically (everything else-lasers, hungry, special imps if master, and leeches, sure). The final fight then becomes the zombies acting as blockers for the wall more than trying to kill the humans themselves. Can the humans get through the zombies to take out the wall or will the wall kill all the humans? Still probably not perfect, but it is an idea. The other option is simply to expand the modded item pool so that items and equipment either have 2 "modes" providing different stats whether or not you are a human or zombie, or greatly elaborating the items exclusive to one or the other (though it does mean ensuring human-only items are not kept upon death or are otherwise completely useless for zombies). The modes system probably has the best chance to be balanced, but would take the most work to implement. At the simplest level, weapons get an attack debuff for humans and a buff for zombies, whereas armor gets a buff for humans but a debuff for zombies. Zombies specifically get pierce on their weapons relative to their tier that humans dont, but only zombies get armor set bonuses and individual effects from armor (with no or greatly reduced armor values) while humans only get the armor value, though that is more relevant when taking the challenge through hardmode, too.
Imagine not going under the jungle to get jungle armor, its like the easiest and best armor to go for as you start the game, even with no extra hp yet.
Don't change the defense system too much or it will have serious consequences on the balance. My advice would be to lean more heavily on the horde aspect by giving zombies a faster way to get back into the fight if the players choose to fight rather than flee. Maybe a special pylon system that only the zombies can craft and use. The players can destroy them to limit zombie mobility, but if they dont then zombies can easily just warp back to the area of the fight when they respawn.
If u think about it zombies have shakles on nearly all can drop shakles that means nearly all zombies were prisoners and prob forcefully turned into a zombie for experiments
Every zombie should get a buff when using the zombie arm x1.5 damage to players +5 defense also inflicts a debuff exclusive to players called infected where eventually the player will go on the zombies team but the debuff will last for 10 minutes and can be cured by antidotes only which can be bought by the witch doctor.
to be honest, late but just my opinion rather than 10 minutes better like 30 or more because one clutch for using that item is besides the timer, you can just "camp" the witch doctor with a horde and prevent the player for being cured or just die right on the spot, doesn´t seems fair having thoses type of debuff
How about zombies are in a sudo medium core. They still get the benefits of their armor and equipment but if they die one of their items will drop. This incentivizes horde play since your fellow zombies can pick up your equipment for you or take it for themselves. Maybe adding something like the 1.4.5 vampire effect with the player not dying in the sun if they have an umbrella out.
here's a fun thing to try, if you use a gravitation potion and switch youre gravity upside down, then walk on cloud blocks, you need to double jump with hermes boots and a sandstorm in a bottle equipped, when i did that, the particles apeared on the wrong side
