If not you then The builder should know the difference between a pent house and an appartment. There is a reason a house is called a penthouse. Just a price tag of X millions do not qualify it as pent house.
Pent is Greek for five and a penthouse is normally should have 5 sides facing the elements. That is all 4 and top side . Hence penthouse is usually at the rooftop of building and have extended balconies around it with its own a roof top as well.
Let the builder match or exceed the apartment with above definition to claim it as penthouse.

Not worth spending 12CRs on an apartment that’s being labelled as a false penthouse right next to a water fountain where you will welcome all sorts of random public comprising your peace and privacy.

I know few people will fall for this trap. But the question is for how long one can enjoy the views of so called dancing fountains. 12 crore is way too much for this so called penthouse. Smart marketing trick by the builders to market their cheap products thru the social media influences. However I guess this won't work. Hope people use their brains and keep away to spend such hefty amounts on a flat which shouldn't cost more than 40 millions.
Rs. 12 Crore = Cdn $590,000. Which is very cheap for this size of a condominium penthouse.
Here in Canada, this would cost about 6 or 7 million dollars.
Not all Pakistanis live in Canada

as a neighbor watching this its nothing extravagant, yahi same scene delhi hai har housing society main hai, this is least what you get when you spending around 3cr inr (equivalent to 12cr pkr) on a apartment (its no penthouse) bus aaik fountain ke naam pe tyring to sell it with so inflated cost and all, its nothing fancy or out of the world. The house i live in wahan se i have the view of jama masjid and redfort at the same time, that doesnt mean that i can sell me house for crores and crores, its not about views, yeah that can be icing on cake, but price depends upon the location and interior and area of the property, and 3cr inr is just too much inflated for that
