They said the $60 dollar price tag is intentional vs $70 to say “for under the price of a full game we offer at are highest tier …”. MS has put very little into promoting Xbox hardware, so it makes sense that console growth is down. The fact that they're making money from Activision? Why do you think they invested so much to purchase Activision. MS, afterall, has been a software oriented company since 1976. As long as they still support my Xbox and provide the games I enjoy, I am a happy customer.
While there are other games on Game Pass, MS's underlying hope is existing CoD players on PlayStation will all of a sudden jump ship to save $70 a year, but that's never going to happen. Once players, and more importantly their friends, are entrenched in an ecosystem, it's nearly impossible to get them to switch due to having to buy the competing console (or have a gaming PC). But this is Xbox's big push, so we'll see how much of an impact (or not) this has this Fall when BO6, releases.
Maybe, I don't think that many people will realistically switch over to xbox just for CoD on gamepass. But I think as a long term play for the next gen or even for the holiday when people are thinking about buying their kid their first console having CoD on there could be quite promising. Even if people still play CoD on playstation, microsoft is still getting paid so does it really matter that much?
